  Release candidate rc7.

  • Debian package creates spool directories as 0777 and runs with UMask=0000.
  • Runtime creates NNTP spool/cache files as 0755 and forces chmod after writes.
  • Adds offline-then-online Docker federation smoke: nodes post while isolated, later join the network, merge all articles, and rebuild local NNTP numbers by Date.
  • Keeps bidirectional federation smoke from rc6.
